We should see fewer Saint Louis homeowners lose their homes to foreclosure in the coming year though as the St. Louis foreclosure inventory (those homes in some stage of the foreclosure process) is declining with 1.5 percent of all St Louis homes with a mortgage being in the foreclosure process in September,?down 0.3 percent from the rate a year ago.

News sites knocked out as data center floods

At 4:21 p.m. ET Monday, the tech blog Gizmodo tweeted that its downed?site would "be back soon!?There was a data center battery failure after the power went down in Lower Manhattan. Generators powering up." But almost a day later, the site ? and its sister?sites in the Gawker network ? were still limping.

Gawker was not alone. The Huffington Post and BuzzFeed experienced outages and trouble publishing. CNET reported that Livestream, host of the live "Sandycam" video?feed, had a "major outage." And?MarketWatch, a property of the Wall Street Journal, was "?severely disrupted by Hurricane Sandy," according to a?post on its?Tumblr site.

When you see a website go down,?the blame usually falls on hackers or, more often, software bugs.?We don't often think of?the Web as having a physical existence, but sure enough, Sandy has shown that nature can impact websites with greater force than any team of malicious code wizards can summon up.

The problem was explained by BuzzFeed ? not in a post on its own site, but on a BuzzFeed channel on the Tumblr blogging network:

Datagram, the ISP whose Manhattan servers host BuzzFeed, Huffington Post, Gawker, and other sites, has lost power, an official there told us via text this evening.

"Basement flooded, fuel pump off line ? we got people working on it now. 5 feet of water now," the official wrote.

Even Tuesday, Datagram was still struggling to recover. At 11:20 a.m. ET, the company's website reported: "We are still flooded, as soon as the basement is cleared we will be allowed to operate the generator and restore power." Then at 11:53 a.m. came the update: "The building has slowly begun to pump water out of the basement. They are unable to provide an ETA however."

Nationally, the picture was not so grim. Most of the country's?top websites "appear to have weathered the storm remarkably well," wrote Aaron Rudger, senior?marketing manager of Web performance for Keynote, a mobile and website monitoring and testing service, in an email to NBC News. "Overall performance slowed by about 7 percent, with average availability of 98 percent."

Rudger said that only one of 40 biggest websites tracked by Keynote had an outage in the timeframe?of?Sandy's impact, job site Monster.com. "That site experienced major failures at around 8?p.m. Pacific Time last night, persisting throughout the evening and into the morning. The site appears to have recovered now."

Gawker founder and publisher Nick Denton "was among Internet honchos who engages a data center in downtown Manhattan, which, unshockingly to anyone who's read a weather report in the last five days, didn't make it," wrote The Awl's Choire Sicha, who added, "The rest of us made data center preparations; even then, some of us went down after midnight."

But given the scope of the outage, it's not clear what quick preparations could have been made to avoid the problems, especially for sites that are hosted in a single physical?location.?

"We had plans for a second data center in 2013 which we will now be moving up," Scott Kidder, Gawker's?executive director of operations, told NBC News in an email. "We ? as other publishers ? had counted on Datagram's ability to withstand anticipated natural disasters, which seems to have been misplaced."

Like other sites facing data failures in the wake of Hurricane Sandy, Gawker turned to alternative publishing. (You can now?find Gawker sites at updates.gawker.com,?updates.gizmodo.com, updates.kotaku.com, updates.jalopnik.com, and so on). Denton urged his staff to turn to Facebook and Twitter as well.

"While we're obviously disappointed with Datagram," said Kidder, "our priority has been getting back online for our readers with an alternate publishing platform, which we've now done with all sites thanks to Tumblr."

"Elements of BuzzFeed?s site and many story pages are back online, thanks to a Content Delivery Network, Akamai, which hosts the content at servers distributed around the world," said BuzzFeed's Tumblr page. "We aren?t able to update the site right now, however," so the site provided its Tumblr, Twitter and Facebook info for readers.

During its outage, The Huffington Post was able to redirect traffic to an alternate server at status.huffingtonpost.com, but appeared to have recovered sooner than the?others.?

Re-directing readers to social channels and new Web addresses is a messy proposition, but in today's twitterfied news world, it's not as crazy as it sounds. At least not for BuzzFeed, according the site's tech editor, Matt Buchanan.

"I think BuzzFeed is in a unique position because it's a social publisher at its core ? so it's totally natural for us to move to these other media," Buchanan told NBC News. "I think a lot of our readers are totally comfortable following us as natives of the social Web. Also, it helps that we had strong presences on Twitter and Tumblr to begin with."

Despite intermittent Tumblr outages, Buchanan said traffic was "picking up" on BuzzFeed's alternatives, particularly buzzfeedpolitics.tumblr.com.

But?getting BuzzFeed's main?site back on track has taken more Herculean efforts: It is rebuilding the whole operation on a cloud-based server run by Amazon.?"The team have been working non-stop since we went down yesterday," said BuzzFeed's Ben Smith.?One of BuzzFeed's New York-based?developers who coded through the night for the emergency site?transplant did so with a tree smashed through the roof of his home.

HP Envy Spectre XT (13-2050nr)


If the HP Envy 14 Spectre showcased glass (with its Gorilla Glass covered screen, lid, and palmrest) then the new HP Envy Spectre XT (13-2050 nr) is all about metal. While it's easy to call every silver-hued ultrabook an Apple clone, the HP Envy Spectre XT distinguishes itself from the pack with solid performance, sweet-sounding Beats Audio, and a look and feel that is nothing like a MacBook.

Design
The slim Spectre XT looks like it was sliced whole from a larger slab of aluminum, with a rough-hewn brushed surface and beveled edges that glint in the light. It looks nice, but it's also luxurious to hold, feeling sturdy and substantial in spite of its thin profile and three-pound weight. Measuring 0.69 by 12.44 by 8.8 inches (HWD), this sturdiness stems from all metal construction, with a magnesium-alloy frame adding rigidity without weight, and a soft touch coating on the underside, so it's comfortable to hold or place on your lap.

The chiclet keyboard is well made, with HP's usual layout with half-size up and down keys. Though the slim dimensions of an ultrabook don't provide much room for key travel, HP's keyboards still offer a comfortable typing feel. And you'll be able to use the Spectre XT in a variety of lighting conditions as well, thanks to the backlit keyboard. The touchpad offers gesture support, but the clickpad had some issues with both accuracy and responsiveness. Hopefully, HP can plug this hole with a driver update.

The audio on the Spectre XT is also very good, thanks to four speakers (two upward firing, two downward firing) with Beats Audio. Less impressive is the 13.3-inch display with only 1,366-by-768 resolution and fairly poor viewing angles. The display is similar to those seen on other systems, but we had hoped for something in line with the 1,600-by-900 display.

Features
The Spectre XT is outfitted with both USB 2.0 (with power) and the faster USB 3.0, as well as an SD card reader, a combined headphone and microphone jack, and a Kensington lock slot for physically securing the laptop. While some ultrabooks use adapter dongles to provide an Ethernet port or ditch the LAN connection entirely, HP includes a compact LAN connection, which opens up to accept a plug, but closes when not in use to maintain the sleek lines and slim profile demanded of an ultrabook. An HDMI output makes it easy to connect to an HDTV, but you can also go wireless with Intel's wireless display technology (WiDi), which lets you stream HD content wirelessly through a WiDi adapter, like the Netgear Push2TV. Other wireless connections include Bluetooth 4.0 and dual-band (2.4GHz and 5GHz) 802.11n Wi-Fi.

The Spectre XT also comes equipped with a 128GB solid-state drive (SSD)?the same capacity as those found in the Toshiba Portege Z935-P300 and the HP Folio 13-1020us . It provides the speed necessary for Intel's RapidStart. The only trade off made by using an SSD instead of a regular spinning hard drive is the loss of capacity?most ultrabook hard drives offer 500GB of storage space (via a traditional spinning drive), as seen in the Lenovo IdeaPad U310 .

On the drive are several preinstalled programs, including Adobe Premiere Elements, Adobe Photoshop Elements, and a two-year subscription of Norton Internet Security 2012, much longer than the usual 30- or 60-day trial subscriptions. Also on the drive can be found Evernote, a collection of game samples from WildTangent, a Bing toolbar, and Windows Live. HP covers the Spectre XT with a one-year warranty, along with toll-free tech support via phone.

Performance
HP Envy Spectre XT 13-2050nr The Spectre XT is equipped with a third-generation 1.7GHz Intel Core i5-3317U processor, the same ultra-low-voltage processor found in the Lenovo IdeaPad U310 and the Editors' Choice Z935. When tested with Cinebench R11.5, the Spectre XT scored 2.41 points, leading all competitors (though only by a fraction of a point). Paired with 4GB of RAM and benefiting from the improved speed and performance of an SSD, the Spectre XT makes the most of this processor. In our PCMark 7 productivity benchmark test, the Spectre XT scored 5,425 points, ahead of the Lenovo U310 (3,570 points) and alongside the Editors' Choice Toshiba Z935-P300 (5,477 points.

HP Envy Spectre XT 13-2050nr

While the Spectre XT's Ivy Bridge processor might offer better graphics performance than the 2nd-Gen processors found in the HP Folio 13, it's still not quite enough to offer gaming capability. Even with the resolution dialed down to 1,024-by-768 and anti-aliasing turned off, the Spectre XT only produced 21 frames per second in Crysis and 20 fps in Lost Planet 2, both unplayable scores. It is, however, enough graphics horsepower for on the go photo editing and video conversion, as evidenced by our Handbrake and Photoshop tests, which it completed in 1 minute 57 seconds and 4:34, respectively.

When tested with MobileMark 2007, the Spectre XT's 45Wh battery lasted 7 hours 32 minutes. While not the longest of the bunch?that honor goes to the HP Folio 13-1020us (8:47)?it's still long enough to take you through a full workday or cross-country flight without ever needing to be plugged in.

The Spectre XT may not be the very best ultrabook we've reviewed, but it's one of the better systems, especially among ultrabooks selling for under $1,000. Performance gets a boost from a zippy solid-state drive, while battery life and display are only so-so. The Toshiba Portege Z935-P300 remains our Editors' Choice, offering a similar combination of features and performance for less, but the Spectre XT will likely win some hearts with its handsome design and solid performance.

3 Things You Should Know About the Military Spouse Residency ...

The Military Spouse Residency Relief Act of 2009 (MSRRA) is now law. ?Unlike some laws (gravity, for instance), MSRRA is not necessarily very easy to understand.? Hopefully most states have already gone through their ?growing pains? in adapting to and adopting the MSRRA, but that does not mean there aren?t going to be questions.? If your spouse has PCS orders, here are three things you should know about the MSRRA that can help you make the best choices for your family.

First:? MSRRA does not apply to driver?s licenses!? Licensing of drivers is the bailiwick of the individual States (thanks to the Constitution), and not the Federal government.? (If you have driven in Washington, D.C. you may wonder if anybody is licensing drivers anymore, but that?s beside the point.)? If you PCS to another state, you must comply with their rules on obtaining a driver?s license.

military residency relief actSecond:? MSRRA does not let you choose any domicile.? Simply put, a residence is where you are and a domicile is where you belong.? For most people, and almost everyone not associated with the military, domicile and residence are the same.? What the MSRRA says is you as the civilian spouse no longer have to change your domicile (and thus your voting registration and your taxes) just because you have changed your residence (i.e. where you live) to follow your active duty spouse.? You have two choices under this law:? keep the domicile you have before you execute the PCS move, or change domicile to where you go after the PCS.

This seemingly straightforward choice has two caveats, and they are important:

  • you cannot choose a domicile other than where you are or where you?re going.? Much like the American Electoral process, third parties are irrelevant to the matter at hand.
  • the ?keep? option only applies if your service member spouse has that domicile as well.? In other words, if your spouse?s domicile is New York and you are currently stationed in Virginia, if you move to Florida you can?t claim Virginia as your domicile under MSRRA unless your spouse changes as well.

Remember that for all your plans, domicile is ultimately what a judge says it is.? If you?re making domicile choices, do not try to ?game? the system in any way!? These new rules are generous, so don?t try to abuse them.

Third:? MSRRA can be an effective tax-planning tool.? Suppose you live in a state with low income taxes, and receive PCS orders to, say, California.? Under MSRRA, if you don?t change your domicile, you pay taxes to your current state, not to California.? This results in a significant change in how much you pay in taxes!

Bear in mind that you?ll still owe property taxes if you buy a house off base, and you?ll certainly owe sales taxes.? Under MSRRA, however, your income taxes will go to Uncle Sam and your state of domicile.? There is a concept in tax circles known as ?source income?.? Even under MSRRA, some of your income may be claimable by your state of residence.? The good news is the state must clearly tell you what it considers this income to be.? Consult the state board of taxation or a CPA.

These can be confusing questions, and if you have any doubts at all, consult the base JAG, the command financial officer, or a civilian lawyer or CPA.? Make sure to consult the state where you?re moving, as their laws and interpretations may differ to some degree.

Being a military spouse is tough, especially when our loved ones tend to disappear for six to fourteen months at a stretch.? MSRRA is an effort by the government to make things a little easier on us.? If you forget everything else, remember this: when you PCS, you now have a choice whether or not to change where you vote and pay taxes.? Educate yourself and make the decision that makes sense for your family.

Calf produces world's first hypoallergenic milk

Avoiding the white stuff may soon become a thing of the past now that a New Zealand team has created a cow that produces hypoallergenic milk.

About 1.5 per cent of infants are allergic to a milk protein called betalactoglobulin (BLG). So Stefan Wagner and his colleagues at AgResearch in Hamilton, New Zealand, identified the genetic code for the protein and then made a complimentary genetic structure that shut down BLG production when injected into a cell's nucleus.

They transferred a treated nucleus into a cow egg cell, which was fertilised and implanted into another cow. The cow gave birth to a healthy female calf, although curiously it was missing a tail.

The calf was given hormones to provoke early lactation and the milk analysed to reveal that it completely lacked BLG. Levels of other milk proteins were unusually high. "I'm not sure if this would make the milk any better or healthier, but it might be useful in cheese-making," says Wagner. He doesn't know if the milk is any tastier, either, since regulations mean they can't yet try it.

Similar approaches might enable researchers to tweak other properties of milk such as levels of antibodies and hormones, which could have medical uses. The team will wait until the calf is older to study the function of BLG, which might also solve the mystery of the missing tail.
